I tried to locate the Windows Picture and Fax Viewer program in my Windows XP (not the Pro version).  I could not find a specific executable file for the program.  It is not listed in the Programs listing.  I did a search for the word "fax", looking not only at file names, but within the files also.  There was only 1 executable file that I could find, named Faxpatch.exe that was in the I386 folder, I believe.  I did NOT run it to see what would happen.

If you have some other software that you can use, I guess you should try @shell with it.  Maybe someone else that knows the inner workings of WinXP can be of more help.

This is not an executable. It is part of a system library. Try something like this and see if it works:
rundll32.exe C:\WINDOWS\System32\shimgvw.dll,ImageView_Fullscreen %1

Substitute the name of your picture file for the %1.

Would you please elaborate as to how does this work? In Merge Print Utility, word.bat file also has this %1. Please also throw some light on scope of its use.  Thank you.
