Is the size of an image file relevant to the setting up of a  file as a static image? I noticed the resolution of the sample images are fairly low. I know that  might just be a space concern for the program disk that was shipped.

It depends on how it is used. It is pointless to use an overly large image if you are simply going to scale it down to make it fit on the form. On the other hand, printers are much higher resolution than screens, so if you intend to print the form to a printer (typically 600 DPI) and opposed to the screen (72 DPI) - you might want to use a higher rez image to gain quality. The cost, of course will be in speed and storage.
