Cursor In ReadOnly Element

The cursor does not go into the ReadOnly element in form, however, it does go in ReadOnly element in Table Subform. I  do not really mind that behavior because if the last element in the layout is the readonly element, On Element Exit Event code in the previous element will not work if cursor has nowhere to go.  However, I am curious, if this is by design and if so, why is so?

It is by design. It is in response to how the underlying table widget functions.
