Application Property Manager and Image Path

I've created a folder, C:\Sesame\Images, and have moved my images (all .jpg's) into it.  Then I used the Application Property Manager to set the Image Path to C:\Sesame\Images (also tried C:\Sesame\Images\ ) and saved the changes.

Then, back in the Property editor, I have changed the label and initial values of my static images to the filename only, which, if I'm reading the manual correctly, is the point of setting an image path.

I'm coming up with empty boxes.  If I put the full path into the label and initial value settings the images pop up sweet as can be.

What am  I missing?

Static images use the full path. The Application Image path is used by Image Box elements bound to Image fields.
