The Personal Edition of Sesame does not seem to have Server Administration functions. How does such a user unlock a database?

Personal Edition has no client/server capabilities. It does come with the command line application unlock utility called SUnlock. See page 493 of the 1.1 User Guide for complete instructions on where it is and how to use it.
