If I use a form design font style that a user does not have on his system is it sufficient to install it on the server, or would it need to be installed on each workstation?  And if it's not, what would the user see?  Would his view default to a different font?

Fonts are on the clients. If a font is not found, Sesame will default to the default font. Which I believe will be Arial on most Windows systems.
