Can't see Application Utilities Menu Tree

Brand new to Sesame.  When I open designer I can not find the Application Utilities Menu Tree as shown in the Q&A Database Translation Guide.  When I open designer I see a screen offering "Essential Commands" at the top left and "Form Commands" below that.  I can't figure out to get to the Menu Tree.  Surely this is a newby question but I'm puzzled.

It sounds like you are in Sesame itself, not Sesame Designer.
