change element styles

How come..............only sometimes, when I go to change an element style to flat, etc. from default.  It won't let me?

What am I missing?  and yes.........I do have it highlighted!
It is a new text box, bound.

An element that you type into, like a text box, must have a filled box. If you try to set a box combination that includes Framed or None, it won't go.
